Program Overview: The CMHC, Inc. Substance Abuse Traffic Offender Program (SATOP) is certified by the MO Division of Alcoholism & Drug Abuse. Individuals who have gotten a DWI qualify as officially completing the required state training program for return of their license (click here for license reinstatement procedures). The SATOP program starts with a standardized screening which includes an interview with a certified substance abuse professional, a computerized screening test, the Driver’s Risk Inventory (DRI) used statewide in all SATOP programs, and assignment to one of several programs based upon the outcome of the screening. The DWI recipient’s driving record is obtained by the program and used with the screening to determine level of program placement. Based upon the results of the screening the individual is placed in the Offender Educational Program (OEP), the Weekend Intervention Program (WIP), the Clinical Intervention Program (CIP), or structured treatment, residential care, or hospital treatment is recommended. The DRI and professional screening costs $120 DRI Screen Fee and a $125 Supplemental Fee (a tax which is sent to the state Division of Alcoholism and Drug Abuse and which is used to help the indigent pay for their WIP or CIP second components of the program). The $245 ($120 and $125-supplimental fee click here for explanation) must be paid at the time of screening in the form of cash or bank money order. NO CHECKS ARE ACCEPTED. OEP: The majority of first offenders and individuals with limited identified substance abuse problems are placed in a 10 hour class room education program known as the OEP. This program is held at our educational center at CMHC North, 427 N. Cedar on the second weekend of each month, and is held at our Harrisonville clinic once per month. Usual hours are Saturday from 9:00 AM to 3:00 PM, and on Sunday from 9:00 AM to 3:00 PM. Students arriving late or leaving early will have to repeat the entire program and will accrue another OEP fee. The OEP fee of $100 must be paid by cash or money order. NO CHECKS ARE ACCEPTED. Following the OEP class, the student may apply for reinstatement of their license. WIP: The WIP is a 48 hour weekend group education and self assessment process. The program consists of group education, individual counseling sessions, and group feedback processes facilitated by a certified instructor. The program runs from 6:00 PM on Friday evening (the third weekend of the month) to Sunday afternoon at 4:00 PM. Students generally arrive between 5:30 and 5:45 for check in (clothing and personal items are screened for drugs and contraband). Anyone arriving after 6:00 PM is not admitted. WIP students bring a change of clothing for each day, personal toilette goods, sleeping apparel, and any medications prescribed by a physician. Once checked in, students may not return to their car, accept personal phone calls, or leave the premises for the duration of the program. Students sleep in a motel and are supervised the entire night. Once in their motel room, students may not leave the room. The fee for the WIP Program is $400. Some students qualify for a state grant to pay up to $250 of the fee, based on proven income. If you think you qualify for a grant, contact David Hensley, COO at 417-667-8352. CIP: Individuals who hare found to have substance abuse or dependence problems are referred to this program. The program consists of 10 individual counseling sessions, 20 group counseling sessions, and 20 group education sessions (all sessions one hour). Generally individuals attend these sessions in blocks of 3-8 hours so that they may be quickly completed and the return of their license expedited. CMHC, Inc. offers day, evening, and Saturday group and individual sessions to accommodate our customers. The program fee is $813 with grants available as discussed above in the WIP program. Individualized Referral: Occasionally, a multiple DWI offender is found to have so severe an addiction problem that intensely structured treatment such as a CSTAR Program, residential care center or hospitalization is indicated. These individuals will be assisted with selecting and completing a program which is suited to their preferences and needs. Where to Begin: If you or a family member have gotten a DWI you will have to
complete a SATOP program irregardless of how the court processes you. The Division of Motor Vehicle Registration
